This obligation was introduced for the sake of safety of the driver and passengers. Therefore, your dog, when in the car, becomes a passenger and has to have its seatbelts fastened, too.
Polish law indicates that each and every pet which is not properly transported can pose a threat to the driver, passengers and individuals outside the vehicle. Furthermore, you can get a ticket for the improper transport of pets. Unfortunately, car manufacturers have yet to take the needs of travelling dogs into account, so you have to take matters into your own hands!
